The Government Storage Challenge

Government departments and PSUs face storage problems that ordinary commercial facilities are not equipped to solve.

πŸ›οΈ

GFR-Compliant Storage is Hard to Find

Most commercial storage providers cannot issue invoices that meet General Financial Rules (GFR) 2017 requirements. This blocks government departments from using them for any officially procured storage service.

πŸ“¦

Condemned Asset Storage During Disposal

Condemned government assets β€” furniture, equipment, vehicles β€” cannot be disposed of until a Board of Survey approves it. They need documented, secure storage in the meantime. Most facilities offer no photo inventory or asset-level documentation.

πŸ“‚

Record Retention Under the Public Records Act

Government offices must retain records for 5–25 years under the Public Records Act 1993 and departmental retention schedules. Office space is limited and expensive. Files pile up in corridors until someone declares an emergency clearance.

How SafeStorage Solves It

Six capabilities built for the compliance, documentation, and budget realities of Indian government departments and PSUs.

Compliance & Regulatory Framework

Government storage has specific legal requirements that private sector storage does not:

  • General Financial Rules (GFR) 2017 Rule 150 requires documented storage and disposal of government assets, with invoices that meet specific format requirements.
  • Public Records Act 1993 mandates retention of government records for specified periods β€” from 5 years for routine files to 25 years or permanent for policy records.
  • Board of Survey proceedings under GFR Rule 194 require photo documentation of condemned assets cross-referenced with the departmental asset register.
  • SafeStorage provides GFR-compliant invoices, indexed archive storage, and Board of Survey–ready photo inventory reports β€” all aligned with these requirements.

Delhi-based PSU β€” Infrastructure Sector (Anonymised)
Items Stored
1,400 cft furniture + 180 PCs + 12 servers
Duration
6 months pending Board of Survey
Outcome
GFR invoices processed without finance exceptions

The Challenge

A Delhi-based PSU in the infrastructure sector decommissioned three branch offices as part of a broader consolidation exercise. The decommissioned premises held condemned office furniture β€” approximately 1,400 cubic feet including desks, chairs, filing cabinets, and conference tables β€” along with 180 desktop computers and 12 rack-mount servers that had been flagged as unserviceable. Under GFR Rule 194, none of these assets could be disposed of without a Board of Survey inspection and approval. The Board of Survey process typically takes four to six months. The PSU's administrative team faced a problem they had not anticipated: they needed a compliant, documented holding facility for all of these assets during the waiting period. Their existing offices had no space. Temporary stacking in corridors was not permitted under safety regulations. A commercial storage provider they initially approached could not issue GFR-compliant invoices, which would have blocked payment through the PSU's finance system.

The SafeStorage Solution

SafeStorage collected all assets from the three premises across two working days. Every item was catalogued on arrival: furniture pieces were tagged with a reference number and photographed from two angles, each desktop PC and server was cross-referenced with the departmental asset register number, and all items were assigned a specific storage bay location. A complete photo inventory β€” 192 pages covering all 1,400 cft of furniture and every IT asset β€” was compiled and delivered to the PSU's administrative team within five working days. This report was formatted to match the asset-level documentation requirements for the Board of Survey submission. SafeStorage issued GFR-compliant invoices each month, with the full set of required fields β€” entity name, GSTIN, service description, SAC code, tax breakdown β€” processed directly through the PSU's finance management system without any exceptions raised by the finance department.

The Result

When Board of Survey approval arrived at month six, SafeStorage coordinated the physical transfer of all condemned assets to the authorised disposal agency on behalf of the PSU. The photo inventory SafeStorage had prepared at induction was used directly as the Board of Survey supporting documentation, reducing the administrative burden on the PSU's team significantly. The six monthly invoices were all processed through the finance system without manual intervention β€” something the administrative manager described as the first time a storage provider had achieved this without back-and-forth with the accounts team.

"Our accounts team usually sends invoices back two or three times before they can be processed. SafeStorage got it right on the first invoice β€” every field was correct, the GSTIN was verified, and the SAC codes matched our procurement category. We've recommended them to two other departments since."
